Brief Biography

Stan is a national leader in the healthcare economics and payment systems for physician and hospital services, information technology and quality healthcare. As a board-certified anesthesiologist and senior hospital executive,  Dr. Stead has applied his diverse experiences in clinical practice, executive leadership in academic medical centers and corporate environments to improve healthcare for over twenty-five years. He now brings his expertise in hospital operations, strategic planning and information systems as CEO and Founder of the Stead Health Group.

Healthcare Coding and Payment Expertise

Dr. Stead has a uniquely broad and deep understanding of healthcare coding and payment systems. He has managed academic physician groups’ finances, negotiated contracts with private payers as a physician and a senior executive of an academic medical center. He has implemented and directed compliance programs that met OIG PATH requirements. Dr. Stead has served on the American Society of Anesthesiologists Committee on Economics and has been intimately involved in the Current Procedural Terminology (CPT®) and the American Medical Association/Specialty Society Relative Value Update Committee (RUC) processes since 1992. He originated the ASA Crosswalk®, the definitive reference that correlates anesthesiology and surgical CPT® codes and serves as its Editor. He was appointed to the CPT Editorial Panel in 2000, and elected by his peers on the Panel to its Executive Committee for two, four-year terms. He now serves on the RUC. As a senior healthcare executive he developed an in-depth knowledge of hospital payment systems, DRGs, and ICD-9 coding systems.

Healthcare Information Technology Leadership

Dr. Stead has led the implementation of information technology to healthcare since the early 1990s. As the only physician working with engineers and medical device manufactures, he was instrumental in the development of the Medical Information Bus (IEEE 1073), which first defined medical device interoperability standards. Dr. Stead's expertise in information technology was widely respected within the University of California where he served in key leadership roles on the UCLA campus and systemwide. As Director of Clinical Information Systems for UCLA Healthcare, he designed and led the implementation of medical electronic transaction systems and specialty-specific electronic medical records. At UC Davis Health System, Dr. Stead was key in the development and implementation of the system-wide electronic medical record. Via his firm, Stead Health Group, Inc., Dr. Stead has worked with healthcare delivery institutions (hospitals and hospices) and vendors on the implementation of electronic medical records, increasing quality care, reducing costs and improving safety throughout the continuum of healthcare.

Commitment to Service and Quality

Dr. Stead has worked for quality healthcare in state, national and international medical organizations. As a Commissioner on the City of Los Angeles Disability Commission, he used his insights as a physician to work with the disabled community to provide better access to healthcare resources. As a member of the California Society of Anesthesiologists Board of Directors, Dr. Stead has worked with elected officials in both state and national government to better understand the challenges of providing medical care. Most recently, Dr. Stead authored AMA’s signature PQRI publications on the Physician Quality Reporting Initiative (PQRI) for 2007 and 2008.

Experienced as a Practicing Physician

Dr. Stead has practiced anesthesiology at academic, VA, and private hospitals since 1982. A cardiac anesthesiologist, he also developed extensive expertise in cardiology and ophthalmology. His expertise in ophthalmology led to his joint appointment as a Professor of both Anesthesiology and Ophthalmology at UCLA. As a senior healthcare executive, he continued to provide direct patient care in the Operating Room in Sacramento.

Academic and Research Leadership

Dr. Stead currently holds an academic appointment at the University of California, Davis. He is a thoughtful and analytical author with more than 100 publications, and has delivered more than 150 lectures and presentations worldwide on clinical, administrative, economic, quality and technology topics. Dr. Stead was a funded researcher and Director of Anesthesia Research at the UCLA Department of Anesthesiology for seven years. His contributions led to his appointment as Professor of Anesthesiology at two University of California campuses. Dr. Stead continues to advise the federal government on health care issues having served as a NIH reviewer for the Human Genome project and most recently on study section panels for Level of Evidence and Health Systems Research at US Department of Health and Human Services, Agency for Healthcare Research and Quality (AHRQ).
